Ashutosh Dumbare belongs to the 1994 batch of the Indian Police Service and serves on the Maharashtra cadre. Officers of the service enter after the national civil services examination and a period of training, and are then posted to field policing.

The early years of an IPS career are spent in district and field appointments. This is where an officer works closest to the routine substance of policing — registration of offences, investigation, patrolling, law and order duties during festivals and elections, and supervision of police stations. Public reporting on this period of his service is limited, and no specific postings from these years are claimed here.

Press reporting records that he served in Thane city as Deputy Commissioner of Police and subsequently as Additional Commissioner of Police. These are the operational command ranks of a commissionerate: a Deputy Commissioner holds charge of a zone or a specialist branch, and an Additional Commissioner supervises several such charges.

In a commissionerate the size of Thane, that means direct responsibility for crime and law and order across a set of police stations — the daily arithmetic of deployment, investigation supervision, preventive action and coordination with the civil administration.

In 2016 he was Joint Commissioner of Police in Thane — the second senior-most position in a commissionerate, carrying oversight of both the crime and the law and order functions of the city.

Reporting from that period notes that his tenure included supervisory responsibility for a number of high-profile investigations. The role of a Joint Commissioner in such matters is supervisory: setting the direction of an investigation, ensuring procedure is followed, and answering for the quality of the case that reaches a court.

He served as Joint Commissioner of Police for Crime and for the Economic Offences Wing in Mumbai. The Economic Offences Wing handles the categories of crime that are recorded on paper and in data rather than at a scene: fraud, criminal breach of trust, forgery, and offences involving companies, deposits and financial instruments.

Investigation of that kind is built on documents, ledgers, bank records, contracts, corporate structures and digital evidence, and it typically requires coordination with regulators, auditors and other agencies. Cases are long, evidence is technical, and the standard that matters is whether a court can follow the trail as clearly as the investigator did.

He held the rank of Additional Director General of Police at the Anti-Corruption Bureau, the state agency that investigates corruption by public servants under the Prevention of Corruption Act.

Anti-corruption policing is deliberately procedural. It depends on sanction, on documented complaint, on how evidence is gathered and preserved, and on the ability of the agency to reach conclusions that survive scrutiny. Its institutional value lies in the fact that the process is followed the same way irrespective of the office involved.

In September 2020 he was posted as Commissioner of the State Intelligence Department. A state intelligence organisation is an assessment function: it collects information lawfully, evaluates it, and provides the state administration with an informed reading of situations that may require attention.

Its output is judgement rather than spectacle — an assessment of whether a developing situation is likely to escalate, what resources may be required, and which agencies should be alerted. Nothing about the department’s methods is described on this website.

In 2021 he was awarded the President’s Police Medal for Distinguished Service. The award was announced by the Ministry of Home Affairs in the list of police medals released on the occasion of Independence Day 2021, in which he is recorded as Ashutosh Karbhari Dumbare, then Additional Director General of Police and Commissioner, State Intelligence Department, Maharashtra.

No citation reason is claimed here. The medal recognises a record of distinguished service; the official announcement lists the recipient and the state, and this website does not go beyond it.

In December 2023 the Government of Maharashtra appointed him Commissioner of Police, Thane. He succeeded Jaijeet Singh, who was posted to the Anti-Corruption Bureau. The appointment is recorded in the public directory maintained by Thane District, Government of Maharashtra.

A commissioner of police holds both the executive command of the force and magisterial powers under the commissionerate system. The office is answerable for public order, crime, traffic, licensing and the conduct of the force, and it is the point at which policing meets the city’s civic administration.
