2021
Indian police medals fall into two broad categories. Gallantry awards recognise a specific act of conspicuous courage. Distinguished and meritorious service medals recognise the character of a career: the standard maintained over many years, across postings, in work that is largely invisible to the public.
The President’s Police Medal for Distinguished Service belongs to the second category. It is announced by the Ministry of Home Affairs, conventionally on Republic Day and Independence Day, and is conferred on a small proportion of the officers and personnel serving across India’s police organisations in any given year.
Because such recognition is awarded for a body of service rather than a single episode, it is best read as an assessment of consistency — of an officer having done demanding work to a professional standard for a long time, in more than one kind of policing.

Senior police appointments carry a public role alongside the operational one. A commissioner represents the force at civic occasions, cultural events, institutional gatherings and community programmes — settings in which the police are present as part of the city’s public life rather than as a response to a problem.
These appearances matter more than they are usually credited for. They are among the few contexts in which citizens meet the senior leadership of a police force without a grievance or an emergency between them, and they contribute to whether the institution is regarded as approachable.

Ranks change hands every few years. What persists is the condition of the organisation — its procedures, records, training and specialist capability. Senior leadership is judged, in the long run, by what it leaves behind rather than by what it announced.
A police force is its people. Investment in their training, welfare and supervision is the most durable improvement available to any commander, and the slowest to show results.
The purpose of the entire structure is what happens at the counter of a police station. Everything above it exists to make those interactions consistent, lawful and useful.
Standards that hold when no one is watching, when the matter is inconvenient, and when the person concerned has no influence, are what distinguish a professional service from a merely functional one.
Handover is a real institutional act. A successor should inherit an organisation that is legible — documented cases, clear responsibilities and honest assessments.
Authority in policing is delegated by the public and constrained by law. Recognition of that fact, held consistently over a career, is the substance of what a service medal records.
